How much does it cost to clear a lot in Palm Bay?

Typical ranges for a quarter-acre lot and up, what pushes a Palm Bay lot to the top of them, and the parts of the bill that never appear on a clearing quote.

Plate. Cut rounds, slash and stumps: the parts of a price

Last Updated: · Written by Flatwood Land Clearing Palm Bay

Flatwood Land Clearing Palm Bay prices lot clearing in Palm Bay from the lot’s growth, stumps and access rather than a flat rate per lot. As a national budgeting range, clearing a quarter-acre lot costs about $800 to $3,000, before fill, grading or survey. That is the right starting band for Palm Bay, where vacant platted lots average 0.27 acre. Thick palmetto, many stumps, a grubbed pad and hauled debris push a lot to the top of the band or past it.

In short

  • A quarter-acre lot: about $800 to $3,000; a half acre $1,000 to $5,000; an acre $1,200 to $8,000, as national budgeting ranges.
  • The biggest local cost drivers are saw palmetto root mass, how much of the lot is grubbed, wet ground from June to November and where the debris goes.
  • Palm Bay’s clearing permit and any tree mitigation fees are extra, set by the city’s current fee schedule.
  • Fill, grading and survey are separate from clearing on almost every quote.

Typical ranges by lot size

These are national budgeting ranges for clearing a lot’s trees and brush. They are not quotes, and they are not company rates. Use them to plan, then let a site visit narrow the number. The land clearing cost estimator runs the same ranges for your lot size and density.

Lot size National budgeting range Where it fits around Palm Bay
Quarter acre $800-$3,000 A typical Port Malabar platted lot
Half acre $1,000-$5,000 Double lots and larger lots outside the grid
One acre $1,200-$8,000 Acre home sites such as those in Malabar, often only partly cleared

Density moves the number more than size does. Per acre, the national ranges are about $1,200 to $2,500 for light growth, $2,500 to $4,500 for moderate and $4,500 to $8,000 for heavy. A heavy clear and grub with every stump pulled and the debris hauled can exceed the heavy band, and some Florida jobs on dense pine and palmetto do. The cost per acre guide covers acreage pricing in more detail.

Density National budgeting range What it looks like on the ground
Light $1,200-$2,500 per acre Scattered pines, thin brush, open sand between
Moderate $2,500-$4,500 per acre Pine and cabbage palm over a continuous palmetto floor
Heavy $4,500-$8,000 per acre Closed canopy, dense palmetto root mass, many stumps, pepper thickets

What moves a Palm Bay lot up or down the range

Two lots of the same size can sit at opposite ends of the band. These are the reasons, in roughly the order they matter on Palm Bay ground.

Driver Why it matters here Effect on price
Saw palmetto root mass Palmetto trunks run along and just under the sand and resprout if left, so building areas need them grubbed out Heavier palmetto means more grubbing time and more debris
How much is grubbed The pad and driveway need roots out; lawn areas may only need stump grinding Grubbing the whole lot costs more than grubbing building areas
Tree count and diameter Trees of 6 inches and up are on the city permit sketch; 12 inches and up are specimens with higher mitigation Big trees take longer to fell and process, and may add mitigation fees
Wet ground In EauGallie sand the wet layer sits about 12 inches down from June to November Wet months slow machines and can force tracked equipment
Debris disposition Burning a land clearing pile needs 300 feet from any occupied building, which most Palm Bay lots cannot meet Chipping or hauling is usually the real cost, and haul-off adds trucking and disposal
Kept trees Root zone barricades and hand clearing inside them, as in selective clearing Adds some labor, but kept trees can save buying replacement trees
Brazilian pepper Must be removed before the certificate of occupancy on a lot being developed, root crown included Thickets add cutting, grubbing and disposal
Gopher tortoise burrows Work within 25 feet of a burrow needs an FWC relocation permit first Adds an authorized agent and can delay the start
Access A narrow frontage, a deep swale or overhead lines limit which machine fits Smaller machines take longer

What’s inside a Palm Bay land clearing price

A clearing price bundles labor, machines, trucking, disposal and permits, and some of those parts have public local figures. The table below lists each part, what sets it and the local figure where one is published.

What's inside a Palm Bay land clearing price
Part of the priceWhat sets itLocal figure or source
Machine operator and ground crew timeDensity, palmetto root mass, tree count and how much is grubbed rather than mulchedConstruction equipment operators in the Palm Bay-Melbourne-Titusville metro earn a mean $24.84 an hour, 22% below the $31.87 national mean; tree trimmers $21.48 vs $26.91 (BLS)
Trucking and haul-offLoads of logs, slash and stumps, and the drive to whichever county site is taking land clearing debrisHeavy truck drivers in the metro earn a mean $24.30 an hour vs $28.71 nationally (BLS)
DisposalWeight or volume of debris that leaves the lot instead of being chipped or mulched in placeBrevard County charges by weight or volume at its landfill and mulching sites, per the county's posted gate rates
Tree removal and land clearing permitRequired for any clearing on a Palm Bay residential lot under an acre; a flat fee per parcelPer the City of Palm Bay's current fee schedule (Code §175.014)
Tree mitigationProtected (6 to 12 in. DBH) and specimen (12 in. and up) trees removed and not replaced by plantingA fee per required replacement tree, much higher for specimen trees, per the city's current fee schedule (§175.016)
Root zone barricades for kept treesHow many trees stay; the fenced zone is 12 inches of diameter per inch of trunk, at least 10 ftNo public figure; priced by the number of keepers (§175.003)
Gopher tortoise survey or relocationBurrows within 25 ft of the work need an FWC relocation permit and an authorized agentNo public figure; the FWC permit page states no fee. Scope to check when burrows are found
Fill, grading and erosion controlElevation the house pad must reach; earthwork after clearingNo public figure; a separate earthwork scope, not part of clearing

Wages are employee pay from the U.S. Bureau of Labor Statistics Palm Bay-Melbourne-Titusville OEWS estimates and national estimates (May 2025). A wage is not a billing rate: the hourly rate on a quote also carries the machine, fuel, transport, insurance, licensing and overhead.

The wage data cuts against a common assumption. Construction equipment operators in the Palm Bay-Melbourne-Titusville metro earn a mean $24.84 an hour, about 22% below the $31.87 national mean, and tree trimmers earn $21.48 against $26.91, according to the U.S. Bureau of Labor Statistics. So when a Palm Bay lot lands at the top of the national band, local labor is not the reason. Ground and growth are: palmetto root mass, wet sand and the cost of hauling debris that cannot be burned.

Permit and mitigation costs

Permits are a small part of most lot budgets, but mitigation for trees that are removed and not replaced can add up. Palm Bay sets these amounts by resolution, so the table describes how each fee works and the amount comes from the city’s current fee schedule. The Palm Bay permit guide covers the applications themselves.

Item When it applies How it is charged
Tree removal and small residential site land clearing permit Any clearing on a residential lot under an acre (Code §175.014) A flat fee per parcel, per the city’s current fee schedule
Grubbing permit Underbrush-only work with no protected trees removed; exempt on one- and two-family sites under an acre and areas of a quarter acre or less (§175.015) A flat fee, per the city’s current fee schedule
Site work permit Clearing, scraping and filling on larger sites; not needed for a one- or two-family site under an acre (§175.016) A base fee plus a per-acre charge, per the city’s current fee schedule
Protected tree mitigation A 6 to 12 inch tree removed and its replacement not planted A fee per required replacement tree
Specimen tree mitigation A tree of 12 inches or more removed and its restoration trees not planted A much higher fee per required restoration tree
Clearing without a permit Work found before a permit was issued (§175.014(D)) A new application at double the fee, plus a restoration plan
Scrub-jay environmental fee Building permits under the city’s federal scrub-jay permit Collected with the building permit; the city sets the amount

Outside city limits, unincorporated Brevard County uses its own small-scale land clearing permit with a non-refundable application fee, and other towns, such as Malabar, run their own rules. Those are confirmed per address.

Illustrative budgets

These three examples are illustrative, built only from the ranges above. They are not quotes or past jobs, and the real number depends on the lot.

A quarter-acre lot, moderate growth, house areas only. Pad, driveway and septic area cleared and grubbed, two slash pines kept behind root zone fencing, debris chipped and spread. Clearing: within the $800 to $3,000 quarter-acre band. Add the city’s clearing permit fee. The two kept pines, if 6 to 12 inches across, count as six toward the four trees the lot needs before the certificate of occupancy, so no replacement trees are bought.

A quarter-acre lot, heavy palmetto and pepper, everything hauled. Whole building area grubbed, a pepper thicket along the back line removed with root crowns, debris loaded out, and eight stumps in the future yard ground below grade. Clearing: the top of the quarter-acre band or above it. Stump grinding: $120 to $400 for the first stump plus $30 to $60 for each of the other seven, or $330 to $820. Add haul-off and disposal at the county’s gate rates and the city’s permit and any mitigation fees.

A half-acre lot held for later, underbrush only. Palmetto and brush mulched in place under the pines, no protected trees removed. Forestry mulching runs about $125 to $300 per machine hour with an operator, with job minimums of about $400 to $600. Because nothing is grubbed, the palmetto will regrow from its trunks.

What a lot clearing quote usually leaves out

Clearing ranges stop at the vegetation. These items are budgeted separately, and leaving them out is the most common reason a lot costs more than its clearing quote:

  • Fill to raise the pad to the required elevation, plus grading and compaction, which are earthwork rather than clearing
  • A boundary survey, soil tests and the site plan
  • Erosion control such as silt fence, and sod or seed on bare sand
  • The trees and shrubs the lot needs before the certificate of occupancy, beyond those kept
  • A gopher tortoise survey or relocation, if burrows are within 25 feet of the work
  • The driveway permit and the culvert or apron at the street

Reading two quotes side by side

Homeowners report quotes for the same lot that are far apart, and generic per-acre figures found online rarely match a dense home site. Line the quotes up by scope: which areas are grubbed and which are only cleared, what happens to the stumps in each area, whether debris is chipped, mulched or hauled, who prepares the permit sketch, and whether root zone fencing for kept trees is included. A higher quote that grubs the pad may be cheaper than a lower one that leaves roots under the fill. The lot clearing service page explains each finish, and how to clear a lot to build a house puts the costs in the order they come up.

Notes

Three more questions

Why do two quotes for the same Palm Bay lot differ so much?

Usually because they are not quoting the same job. One may grind stumps where the other grubs the whole pad, one may chip and leave the debris while the other hauls it, and one may include the permit sketch and root zone fencing while the other leaves them to you. Compare the scopes line by line before comparing totals.

Is stump removal included in a lot clearing price?

Not always. National lot clearing ranges are for clearing the trees and brush, and whether stumps are ground, grubbed out or left varies by quote. On a house lot the pad and driveway need roots removed, while lawn areas usually only need stumps ground below grade, priced separately at about $120 to $400 for the first stump.

Can selling the pine timber pay for clearing my lot?

Rarely on a house lot. A quarter acre holds little merchantable volume, and pine pulpwood and chip-n-saw prices in Florida are low. UF/IFAS's timber price updates note that markets for some products are simply not present in some areas. Treat timber value as something to check, not a credit to count on.
